PFAS are widely used in oil‑ and water‑resistant food packaging but are increasingly restricted due to their persistence, migration into food and links to toxic effects such as endocrine disruption. As “forever chemicals,” they are now a key regulatory focus worldwide.

In the EU, the Packaging and Packaging Waste Regulation (PPWR) sets strict PFAS limits from 12 August 2026 for all food‑contact materials, including paper, plastics, glass and metals. Thresholds apply to individual PFAS, the sum of PFAS and total fluorine, requiring clear analytical proof where limits are exceeded.

In the US, at least 14 states have enacted PFAS restrictions on food packaging, with leading states such as California, Maine and Minnesota enforcing bans on intentionally added PFAS and mandatory compliance reporting based on laboratory evidence.

For compostable packaging, PFAS control is also essential to protect certifications such as OK compost INDUSTRIAL/HOME, Seedling and BPI Commercial/Home Compostable, which limit total fluorine and require declarations of no intentionally added PFAS.
